Why the Rules Feel Confusing

Ask five people whether snus is 'legal' in Thailand and you may get five different answers. That's because the conversation usually mixes together several different product categories and several different pieces of regulation, and news coverage often collapses all of it into one simple headline. If you want a straight answer, it helps to first separate the products, then look at what has actually been reported about each one.

Three Different Product Categories

It matters which product you're actually asking about, because they are not treated the same way in public discussion or in enforcement.

• Traditional tobacco snus — a moist tobacco product placed under the lip, historically associated with Sweden and Scandinavia.
• E-cigarettes and baraku (a type of flavored shisha/vape product) — these are the products most directly and repeatedly named in Thai consumer-protection announcements.
• Tobacco-free nicotine pouches — small pouches containing nicotine, flavorings, and plant-fiber filler but no tobacco leaf. This is the category most of our customers are interested in, and it sits in a genuinely debated regulatory space in Thailand.

The Well-Known Bans, and What They Actually Cover

Two pieces of Thai regulation come up constantly in this conversation. First, an order from the Office of the Consumer Protection Board (OCPB / สคบ.) restricting the sale and service of e-cigarettes and baraku. Second, a notification from the Ministry of Commerce restricting the import of e-cigarette-related devices and equipment into Thailand. Both are frequently reported in the media, and many articles and social-media posts describe them as also covering snus and nicotine-pouch products, even though the wording, scope, and history of these orders is complex and has been interpreted differently by different commentators over time.

We are not going to tell you these orders definitely do or do not apply to every nicotine pouch on the market — that determination involves reading the actual regulatory text, understanding how it has been applied in practice, and possibly getting a formal answer from the relevant Thai authority. What we can tell you honestly is that this is an actively discussed, sometimes contested area, and tobacco-free pouches are frequently treated as a separate question from vapes and baraku in these discussions, without there being a single definitive public ruling that settles it for every product on the shelf.

Why We Won't Give You a Flat 'Yes' or 'No'

We are a retail shop, not a law firm, and we take that seriously. Regulation like this can be amended, reinterpreted, or enforced differently over time, and different products (tobacco snus vs. tobacco-free pouches vs. vapes) can be treated differently even under the same general framework. Anyone — including another retailer, a forum post, or a foreign news article — who tells you with total confidence that 'snus is fully legal in Thailand' or 'nicotine pouches are completely banned' is oversimplifying a situation that Thai authorities themselves have discussed in nuanced terms. We would rather be straightforward about that uncertainty than make a claim we can't stand behind.

How We Operate As a Shop

Given that uncertainty, we manage our own business conservatively:

• We source stock only from licensed wholesale suppliers and keep purchase and import paperwork on file.
• We sell only to customers who are 20 years of age or older, and we check government-issued photo ID (Thai ID card or passport) before every sale, every time.
• We do not sell online, ship product, or advertise prices or stock levels publicly — all sales happen in person at our three walk-in branches.
• We stay attentive to public guidance from Thai regulators and adjust what we do if that guidance changes.

A Note for Travellers

If you're visiting from a country where nicotine pouches are sold in every convenience store, or from a country where they're banned outright, please don't assume either of those situations describes Thailand. Rules genuinely differ from country to country, and what's normal at home may not map onto Thai regulation at all. This applies both to buying pouches here and to bringing your own pouches into Thailand from abroad — customs rules on personal import can be a separate question from retail sale rules, and travellers should check Thai Customs guidance rather than assume their home country's allowance applies.
